Kiewit Power Constructors Co. Announces Planned Traffic Improvements for Homer City Energy Campus

Indiana County, Pennsylvania - Kiewit Power Constructors Co. (Kiewit) today announced several traffic improvement efforts surrounding the Homer City Energy Campus that are either underway or commencing in the coming weeks. These temporary improvements are being constructed to ensure safe and efficient traffic flow around the project site in Center Township.

Center Township


⚡️ Intersection of US 119 & SR 2023 Lucerne Road/Lucerne Road Ext.

  • Improvement & Timeline: Beginning August 17, 2026, this project includes the widening of SR 2023 in the right lane heading into US 119 as well as the installation of new pavement markings and signage. This will allow for dual left turn lanes onto US 119 from Lucerne Road Extension. A signal timing change will also take place to better maintain the traffic flow at the intersection. The operations will take place at the intersection of US 119 and Lucerne Road Ext. at the corner with/by the Sheetz in Center Township, PA.


Intersection of Coal Road and Power Plant Road

  • Improvement & Timeline: On August 11, 2026, the intersection of Coal Rd and Power Plant Rd began operating with traffic signals. This improved traffic flow in and out of the Homer City Energy Campus’s west entrance. Please use caution when traveling through this intersection as drivers adjust to this signaling change.



Intersection of S.R. 3017 (Cherry Run Road) and Power Plant Drive (North Plant Entrance)

  • Improvement & Timeline: Beginning July 27, 2026, work commenced at the intersection that S.R. 3017 (Cherry Run Road) to widen to add a left turn lane onto North Power Plant Drive, and Power Plant Drive to widen to add a right turn lane onto S.R. 3017 (Cherry Run Road). A temporary traffic signal was also installed.

 

Intersection of S.R. 3017 (Coal Road) & Power Plant Drive

  • Improvement & Timeline: Intersection widening work began the week of June 22, 2026, and is complete.


Intersection of S.R. 3017 (Cherry Run Road) & S.R. 3033/S.R. 3017 (Coal Road)

  • Improvement & Timeline: Stop signs were added at all three legs of the intersection as of the week of June 29, 2026.


Burrell Township


Intersection of US 119 & Campbell’s Mill Road/S.R. 2017 (Main Street)

  • Improvement & Timeline: Beginning August 17, 2026, this project includes the removal of center median and replacement with pavement along US 119 leading into the intersection at Main Street and Campbells Mill Road that allows for a longer queue of vehicles to turn left onto Campbells Mill from US 119 NB.  A signal timing change will also take place to better maintain the traffic flow at the intersection. The operations will take place at the intersection of US 119 and SR 2017 (Main Street)/SR 3011 (Campbells Mill Road).


Intersection of US 119 & US 22 westbound off-ramp

  • Improvement & Timeline: Temporary signal poles and a new temporary traffic signal and pavement markings began installation on July 22, 2026.

 

Black Lick Township


Intersection of S.R. 3011 (Campbell’s Mill Road) & S.R. 3013 (Black Lick Road)

  • Improvement & Timeline: A stop sign was removed on S.R. 3013 (Black Lick Road) at the intersection of S.R. 3011 (Campbell’s Mill Road), and stop signs were added on S.R. 3011 (Campbell’s Mill Road) in both directions at this intersection as of the week of June 29, 2026.

 

White Township


Intersection of S.R. 286 (Oakland Avenue) & US 422 eastbound off-ramp

  • Improvement & Timeline: Signal timings were modified the week of June 29, 2026.

    Kiewit will continue to provide information on additional traffic mitigation efforts as plans are approved and work begins. These traffic improvements are part of Kiewit’s commitment to the safety of the community and project workforce.
